Dar es Salaam faces a deepening water crisis. Daily demand stands at 770 million litres against a production capacity of only 534 million litres — a 236 million litre daily shortfall. More than 40% of the city has no access to the DAWASA pipeline network, and non-revenue water (water produced but lost to leakage and illegal connections) has historically reached 53%. Meanwhile, DAWASCO is owed over $8.1 million in unpaid bills from public institutions alone.
This report presents a comprehensive feasibility assessment for deploying smart prepaid water meters integrated with Tanzania’s mobile money infrastructure across Dar es Salaam’s five districts.
