Tanzania’s LPG market is at a genuine inflection point. The government has removed VAT on LPG imports, distributed 450,000 subsidized cylinders, banned biomass use in large institutions, and set a national target of 80% clean cooking penetration by 2034. Some strategic projects need to be in place to achieve such an ambition goal of the Government.

It is a wide open pathways for UN organizations working with Clean cooking, Startup initiatives, Foreign Investors, LPG Operators, and established Tanzanian businesses houses looking to diversify into high-growth energy sector.

This policy momentum combined with Tanzania’s unique position as regional energy hub,  gateway to landlocked countries, market size that is valued at 1 billion and employment opportunity of 10,000 plus creates an exceptional first-mover window. The following initiatives are most promising in  LPG future projects.

  1. LPG PAYG via Mobile Money — Smart Cylinder Model

The LPG Pay As You Go project via Mobile Money Smart Cylinder Model is a customer financing and distribution innovation that eliminates the single greatest barrier to LPG adoption in Tanzania which is the unaffordable upfront cost of cylinders and stoves cost — through IoT-enabled smart valves.

Instead of requiring households to purchase a full LPG setup and refill cylinders with large one time payments, the PAYG model allows customers to receive cylinder and stove at zero or minimal upfront cost. IoT smart valve controls gas flow. Customer pays TZS 500–2,000/day via M-Pesa

This creates a more affordable and flexible clean cooking solution for low income households that previously depended on charcoal, firewood and ethanol. This may support around 600,000 Households to materialize Government goal by 2034.

  1. LPG Cylinder Deposit & Refill Subscription Model

Monthly subscription replaces costly Cylinder Deposit and per-refill purchasing — predictable cost for households like a mobile data bundle. Household pays TZS 20,000–35,000/month as a flat subscription. Operator delivers refills on demand — like a mobile data bundle. No LPG company in Tanzania offers subscriptions Model yet. Airtime and data bundles trained Tanzanians to love subscription models.

 

  1. LPG + Solar/Renewable Energy Kiosk

A single rural Kiosk offers: LPG cylinder refills, mobile phone charging, solar lamp/Fan sales & Charging, EV Boda Bodas Charging  and a mobile money Agent service. One physical point meets multiple rural household essential energy needs. Revenue from 6 streams. Operator becomes the essential energy hub of the village and self sufficient.

  1. Introduction of Reticulation and pipe lining system

This project involves a  central bulk LPG storage tank / few biggest size Cylinder is installed at the premises with individual metering system. A fixed  pipeline system distributes gas to all points of use — kitchen burners, water heaters, laundry equipment. Customer pre pays any amount based on their monthly uses pattern through Mobile money and use. Operator supplies / refills the central tank on the current stock information through IoT.

  1. Bulk Liquid sales to Institutions, Industries & Corporate

Deliver LPG in bulk liquid form via tanker truck directly to, customer’s like schools, hospitals, food factories, flower farms, breweries, mining camps and safari lodges, on-site storage tank. Long-term supply contracts with fixed pricing schedules. Monthly invoicing to creditworthy institutional clients. Government institutions (schools, hospitals) under the REA 453-institution program are priority targets.

  1. Regional Refill & Distribution Centre (RRDC)

Arusha is located at the intersection of the Northern Safari Circuit, the Nairobi-Dar es Salaam highway, and the EAC regional trading network. An RRDC in Arusha would receive bulk LPG supply (from DSM or Tanga terminal), refill cylinders at scale, and distribute to sub-distributors across the Northern region — and potentially into Kenya via Namanga border.

  1. Mobile Refill Tanker

A specially equipped vehicle carries LPG in bulk and refills customer cylinders on-site — at home, at market, at a farm or a free space. Customer books via WhatsApp or USSD. Tanker arrives at agreed time. Payment via M-Pesa at point of refill. Branded, uniformed service — premium perception, premium price.

  1. Direct delivery to Customers, (Gas Monkey) :

A franchise-based last-mile household delivery service — trained, uniformed local agents (‘Gas Monkeys’) deliver LPG cylinders directly to homes on a scheduled or on-demand basis. It works through an App based flatform    somewhat similar like Food panda, Bolt. Inspired by successful models in Bangladesh (Gas Monkey) — local micro-entrepreneurs are trained and licensed as branded household delivery agents. Few agents serve a defined neighborhood of 100–300 households. Agent carries stock on a bicycle, motorcycle or handcart. Customers order via App or phone to schedule delivery. Agent delivers within 30–60 minutes. Paid via mobile money. Agent earns TZS 1,000–2,000 per delivery.

Conclusion

Projects such as PAYG LPG, subscription refill models, rural energy kiosks, reticulation systems, bulk institutional supply and smart last mile delivery have strong potential to accelerate LPG adoption and help achieve the Government target by 2034.
