The single most important development this quarter is the August 2026 binding Gas Sales Agreement (GSA) for Tanzania’s first small-scale (“mini”) LNG project between TPDC, TAQA Arabia (Rosetta), and Africa50.
This, paired with the revised Ntorya onshore gas field schedule targeting first gas in December 2026 (NT-1 workover in October, NT-2 testing in November), accelerates near-term domestic gas monetization and validates upstream supply ramps feeding mini-LNG/virtual pipelines.
The large-scale $42B export LNG project saw its June 2026 signing target missed, with negotiation still in progress. Drilling campaign is progressing at Mnazi Bay gas producing field aiming to boost gas production.
CHANGES SINCE LAST REPORT
Multi-step comparison against the previous FIRST_REPORT baseline (which established benchmarks on stalled mega-LNG, Ntorya timelines, and emerging mini-LNG interest):
- Accelerated trends from prior predictions: Baseline highlighted accelerating mini LNG/virtual pipelines and Ntorya first gas for late 2026 as primary near-term vectors amid mega-LNG delays. These have accelerated: August 2026 GSA formalizes the TAQA/Africa50 partnership with ownership finalization targeted for end-September 2026 and 18-month rollout to 2027 operations; Ntorya revised schedule (post-August 26 Ministry meeting) locks in December 2026 first gas after dispute resolution.
- Stalled or unchanged elements: The $42B onshore LNG export project remains stalled, missing its June 2026 ministerial signing target with Negotiation still in progress. Broader licensing round momentum and Mnazi Bay activities proceeded to increase gas production.
- New developments not on prior radar: Fresh details on Ntorya sequencing (NT-1/NT-2 work in Oct/Nov 2026, NT-Central drilling in Dec), and Ntorya gas eyed for a 1,000 MW LNG power plant in
MARKET DYNAMICS
New entrants or exits: TAQA Arabia/Rosetta and Africa50 formalized as key players via August GSA for mini-LNG (TPDC seeking >30% equity). Songo Songo transition to local consortium progressed.
Supply chain or operational changes: Ntorya 35km pipeline on track for Dec 2026 first gas (initial 40-60 MMscfd). TPDC advancing land acquisition for mini-LNG. Pipeline work (Kinyerezi–Chalinze) progressing
